As part of the revised WFD, a database of substances of concern in articles as such or in complex objects or products (SCIP) will be established to improve transparency on hazardous substances in articles. From January 5th 2021, companies are obliged to submit information to the SCIP database of ECHA (European Chemical Agency) using the prescribed IUCLID format.

About the ECHA Waste Framework Directive and SCIP Database

What is the Waste Framework Directive?

The Waste Framework Directive (2009/98/EC) from November 2008 establishes the legislative framework for the generation, handling, and management of waste on the environment and human health. The main goal of the framework is to ensure a harmonized, safe, and secure management of industrialized material waste. It also aims to promote efficient use of resources which are essential for the transition to a circular economy.

What is the SCIP database?

The SCIP database, which stands for Substances of Concern In articles as such or in complex objects (Products) gathers all collected information about hazardous substances in articles. ECHA developed the SCIP database to manage information on articles containing substances of very high concern (SVHC). The aim of the SCIP database is to improve transparency on hazardous substances used in articles to the end consumer, authorities, and waste operators.

What is the ECHA candidate list?

The ECHA candidate list contains a list of substances that may have serious effects on human health or the environment. These substances are also known as Substances of Very High Concern (SVHC). Once a substance is on the candidate list, suppliers of articles that contain these substances (SVHC) in concentration above 0.1% w/w (weight on weight) have obligation to communicate this information down the supply chain and to consumers to ensure safe use of the article.

Is my company affected?

Companies producing, importing, or supplying articles containing substances listed on the ECHA candidate list in concentrations above 0.1% w/w (weight by weight) on the EU market must submit information regarding these articles to the SCIP database.

Therefore, information needs to be submitted for articles that are:

  • produced or assembled in the EU; or
  • imported from non-EU countries; or
  • distributed in the EU.

The following exceptions apply:

  • Substances and mixtures which are not part of complex objects
  • Retailers and other supply chain vendors supplying articles directly and exclusively to consumers
