KKDIK Just Got Real - New Deadlines Are Around the Corner

On August 12, 2025, the  Turkish Ministry of Environment, Urbanization and Climate Change (MoEUCC) published the long-awaited Procedures and Principles (P&P) for KKDIK implementation, with a few surprises!

Affected by the KKDIK? This finalized version of the P&P brings new requirements and additional deadlines. Time to get to work!

What was once guidance is now enforcement - the countdown has begun. The new set of binding deadlines are due within the next 12 months.

New KKDIK Deadlines

The industry has long worked toward the main KKDIK registration deadlines (December 2026, 2028 and 2030). But now, with the recently published P&P, the clock is ticking. There are new legally binding deadlines that apply, regardless of tonnage band:

  • Pre-Registration by 31.10.2025
  • Lead Registrant selection by 31.12.2025
  • Provisional Registrations for Lead Registrants by 31.03.2026 and for Co-Registrants by 30.09.2026

New! - Provisional Registration

One of the most striking surprises in the P&P: If the Lead Dossier isn’t submitted by 31.03.2026, Provisional Registration becomes mandatory to all tonnages and roles:

  • For Lead Registrants → by 31.03.2026
  • For Co-Registrants → by 30.09.2026

What’s Required in Provisional Registration?

The provisional registration must be prepared by a certified KDU (Chemical Assessment Expert), and includes:

  1. Substance Identification
  2. GHS Info (Lead Registrants only)
  3. Manufacturing, Use, and Exposure Data
  4. Physicochemical Properties (Lead Registrants only)
  5. Guidance on Safe Use (Lead Registrants only)
